Charles Elias  Gabriel
Charles E. Gabriel, 79, of Fayetteville, has departed this earth to be with the Lord on February 15, 2017 with his loving family by his side after courageously battling a long illness. He was born and raised in Syracuse, NY and was the son of the late William and Nettie Gabriel.
His greatest joy was his family. His devotion to his family was equally mirrored in his devotion to his career. During his tenure with the Onondaga County Sheriff’s Department, he was a pioneer in the development of computer technology for law enforcement agencies. His first accomplishment was to introduce the first on-line information (OLEIS) system in the early 1970s. Later he designed and planned the CHAIRS system, which served Criminal Justice Agencies for over 35 years. He also designed and created one of the first information systems for district attorneys starting in Onondaga County and used in surrounding areas. Chief Gabriel also led the initiative to secure funding and development of the first Mobile Radio District System in the state, which served county agencies for over 35 years. He received the Data Processing Man of the Year award for his pioneering efforts and received the Medal of Distinction award from the Sheriff’s Department for his accomplishments.
Chief Gabriel served as a consultant to the State Division of Criminal Justice, and he was directly responsible for developing the NYS Uniform Arrest and Incident Reports used by law enforcement agencies. As a member of the Sheriff’s Association team, he helped develop the program that become the standard for the New York State Accreditation Program for Police and Sheriff offices. He was instrumental in developing the Field Officer Training Program for the Sheriff’s Department. Chief Gabriel received the NYS Sheriff’s Award for his efforts in putting together the Accreditation Program, as well as receiving the Onondaga County Sheriff’s Department Service Award.
While employed full time with the County, Chief Gabriel attended Syracuse University and received both his Bachelor’s Degree from the School of Management and a Master’s Degree from the Maxwell School. At Syracuse University, he served as an adjunct professor in the field of Information Technology. He was responsible for creating the Computer Internship for graduate students and the Management Advisory Committee.
After his retirement from the Sheriff’s Department, he continued to serve Onondaga County as a consultant and was responsible for the securing of funding and the program development of the current radio system that has all police/fire/EMS agencies operating under one common system.
He continued to work as a consultant on a number of projects throughout the nation, working as a project lead for power companies’ transitions to new holding companies, developing 911 systems for four counties in the state, and overseeing projects that affected the drug industry. He created the five county regional communications systems consortium, which continues to this day.
Chief Gabriel continued his service in law enforcement as a member of the Town of DeWitt Police Commission.
Charles was a supportive father, and he was ever present in his children’s lives. He and his wife Jewell enjoyed traveling and spending time together but their greatest joy in life was spending time as a family.
Charles was incredibly proud of his heritage and was an active member of St. Elias Orthodox Church, where he sang in the choir and was a member of the St. Ignatius Society. One of his many passions was singing. He was a member of the Syracuse Choral group, for which he performed a number of solo pieces.
Charles’ quick wit, dry sense of humor and incredible generosity and compassion will be sorely missed by all that knew him.
Chief Gabriel was a veteran of the US Air Force National Guard and served during the Berlin Crisis of 1961 in the 108th TAC Group.
He is survived by his loving and devoted wife of 56 years, Jewell; daughters, Joanne Gabriel (Amy Clardy), Renee Underwood, Tonya (Michael) Warner; sons, John Gabriel, Thomas Gabriel; and loving grandchildren, Gabriella, Angelica and Jonathan Underwood, Alexandra Bronchetti, Marina Warner, and Thomas Gabriel. He lived to see them every day, as they were a constant source of strength and inspiration. Charles will also be missed by his siblings, Phillip (Evelyn), Abraham, Economos Antony (Lynn), and Sharon (Richard) Rossy; in-laws, Hilda and James Khammar, Janet and the late Edward Awad, Charles and Mary Kammar; and many loving nieces and nephews.
Calling hours will be held at St. Elias Antiochian Orthodox Church, 4988 Onondaga Rd, Syracuse on Sunday, February 19 from 3-7pm. Funeral services will be at the church on Monday, February 20 at 11:00 am. Burial will follow at Oakwood Cemetery.
